Project Requirement

As part of the Housing Act 2004, housing within a Local Authorities borough should be inspected to ascertain the standard. The standard is measured using the Housing Health & Safety Rating System (HHSRS).

Conwy County Borough Council opened a competitive tender process in 2016 which Dabinett won. The tender was to inspect Houses in Multiple Occupation (HMOs) within Llandudno to assess the standard of the properties and identify where works were required to bring the properties up to a basic standard.

Project Outcome

Dabinett completed specialist courses to ensure full competency in the HHSRS system and then embarked on the 2-year contract to inspect 200 HMOs, approximately 1000 individual flats.

The standard of housing encountered varied from excellent to poor. Many properties lacked economical heating and had issues of dampness.

The stock condition survey reports highlighted deficiencies and identified where improvements were needed to bring the properties to a reasonable standard.

Dabinett partnered with the Council to produce Notices which could be issued to landlords and licence holders.
