Project Requirement
The refurbishment demanded a sensitive yet comprehensive approach to preserve the building’s heritage while modernising its fabric and facilities. Internally, the project included upgrades to the heating system and full refurbishment of internal spaces with new insulated walls, floor coverings, redecorated finishes, refurbished toilets, seating booths, and new interior doors. Externally, resurfacing of pathways, improved lighting, new windows, and installation of new outdoor seating and weatherproof shelters enhanced the accessibility and usability of the grounds.
Fire safety and security upgrades were crucial to meet current standards, with installation of new fire alarms, security systems, and CCTV managed by specialist contractors.
Following the receipt of tenders, Dabinett conducted a thorough value engineering exercise to identify cost-effective solutions that maintained the quality and scope of work while adhering to strict grant funding constraints. The contractor selection process utilised a weighted tendering system, which evaluates not only the price but also factors such as contractor experience, methodology, and programme. This approach ensures a more balanced and informed decision, helping to select a contractor best suited to deliver quality work on time and within budget.
Acting as Principal Designer under the Construction (Design and Management) Regulations 2015, Dabinett also managed health and safety planning, coordination, and compliance from design through to construction.
